As we commemorate this milestone with a historic declaration of September as a “Month of Gratitude”—highlighted by the commissioning of 39 iconic legacy projects across our 31 local government areas—it is fitting to reflect on how the ARISE Agenda has fundamentally altered the socio-economic landscape of our dear state.
The administration of Governor Umo Bassey Eno, PhD, which resumed in May 2023, inherited an institutional and physical development foundation built by successive administrations. Its stated approach has been to consolidate existing investments while introducing new interventions under the ARISE Agenda and, subsequently, the emerging ARISE 2.0 framework.
For decades, development in many developing polities was concentrated in urban enclaves, leaving rural dwellers to watch from a distance. Governor Umo Eno shattered this paradigm through a grassroots-driven infrastructural revolution.
True to the philosophy of the ARISE Agenda, over 1,350 kilometres of quality finished roads and over 40 bridges have been constructed across the three senatorial districts. These are not just paths of asphalt; they are economic arteries connecting food baskets to urban markets, raising land values and giving fresh life to forgotten communities.

Furthermore, the administration’s pragmatic approach to infrastructure is visible in the total eradication of potholes across the state, ensuring seamless mobility. The deployment of 52 CNG buses has equally revolutionised public transportation, providing affordable movement for citizens across all 31 local government areas. The ARISE Compassionate Homes programme represents one of the administration’s most direct social interventions. By its 2026 Easter report, the government had constructed and handed over 355 homes, equipped with solar power and water facilities, and the beneficiaries were also receiving ₦500,000 living grants. The initial target was 500 homes across the 369 wards in the state before the end of the administration’s first term.
An economy reliant on a single source of revenue is perpetually vulnerable to global shocks. Recognising this, Governor Eno has executed masterstrokes in economic diversification that position Akwa Ibom as a competitive national player.
Beyond our borders, the administration has made visionary investments in the real estate sector, acquiring high-yield assets in prime locations across Uyo, Lagos and Abuja. These legacy vaults secure the financial future of the state, ensuring that
Akwa Ibom remains economically buoyant for generations to come. In the aviation and tourism sectors, the strides are breathtaking. The state-owned Ibom Air fleet has continued to expand with brand-new aircraft, complementing the smart terminal building and maintenance facilities that complete our aviation ecosystem.
Meanwhile, projects like the redesign of the Ibom Tropicana Hotels, the 5,000-seater conference centre, the upcoming business and shopping mall, the International Market Complex at Ikot Ekpene and the tourism village known as the ARISE Palm Resort have firmly established Akwa Ibom as the “Beautiful Bride” of tourism and commerce in West Africa.
True development is measured not just by concrete and steel, but by the dignity and well-being of the human person. Under Governor Umo Eno, the human capital of Akwa Ibom has received unprecedented priority.
In a display of profound moral leadership, the administration has cleared over N85 billion in inherited gratuities and pensions, wiping away the tears of our retired civil servants. This is coupled with the provision of free furnished housing packages and robust welfare support. Through the establishment of youth-friendly centres, particularly with an emphasis on ICT and creative industries, the state is equipping its youth to be creators of wealth rather than mere job seekers.
Demonstrating a fatherly heart, the administration instituted direct welfare support for Akwa Ibom-born corps members (NYSC) serving across all states in the country, easing the burden on families and fostering deep patriotism. Through rare humility, open communication and problem-solving capacity, the administration has recorded zero industrial crises or government-labour face-offs, creating a peaceful climate where productivity thrives.
As we celebrate our 39th anniversary, a monumental gift to the people and the entire nation is the ongoing construction of the Ibom Medical City and the 350-bed Ibom International Hospital.
Conceived as a quaternary-level referral centre to achieve Joint Commission International (JCI) accreditation, this 100-hectare medical corridor is designed to completely reverse outbound medical tourism in Nigeria. Featuring over 30 specialised medical disciplines, including advanced neurosurgery, robotic surgery via the Da Vinci system, organ transplant suites, and comprehensive oncology care with TrueBeam radiotherapy. This project places Akwa Ibom on the global medical map.
Backed by over 20 professional medical and health associations, this ambitious project will generate over 1,500 jobs during construction and hundreds of permanent high-value positions upon completion, proving that the ARISE Agenda is a holistic blueprint for human survival and prosperity.
The Umo Eno administration has also reported interventions in primary health care facilities across the state’s 31 local government areas, alongside the recruitment of 2,854 medical personnel and the enrolment of more than 200,000 people in the state’s medical insurance programme.
Physical infrastructure and economic indices, as vital as they are, represent only the physical framework of a state. The true soul of Akwa Ibom at 39 is found in our unity.
Governor Umo Eno’s introduction of the AKWA IBOM UNITED philosophy has transcended being a political soundbite; it has become a spiritual and cultural clarion call. By dismantling ethnic divisions, language barriers and partisan rancour, he has united our people under the banner of “One for All and All for One.”
This peace has made Akwa Ibom unarguably the safest and most peaceful state in the federation. It is this atmosphere of tranquillity that has attracted investors, comforted residents and allowed the 39 anniversary projects to bloom across our 31 local government areas.
As President Bola Ahmed Tinubu visits the Land of Promise to inaugurate some of these landmark projects this September, the world will bear witness to a sub-national miracle. We are seeing a state transformed by a leader who combines the heart of a pastor with the precision of a master strategist.
He has brought to governance a distinctive blend of uncompromising financial prudence, transparency, vision, compassion and inclusive leadership, demonstrating that the essence of public service lies not merely in the execution of projects but in the capacity to make government meaningful in the lives of the people.
His administration’s interventions across infrastructure, health care, education, agriculture, social investment, aviation, tourism and rural development have contributed to reshaping the physical and socio-economic landscape of the state.
But the most enduring dimensions of his leadership cannot be measured entirely in concrete or asphalt.
